Red flags.

I would call her, talk for a while to feel it out. Then if she is serious, I would take the $20 to hold it, unless you need to sell it soon. Then when she gets back into town have her meet you and take continue the transaction. No PayPal.

There is NO reason to ship a regular car. Is the car you're selling a collector's item?

did you google her name? sometimes if you google mary joeschmoe it will come up with scam reporting sites with the identical email message to others
