I'm on about 47 acres, and no issues here- but it's not flat, either- nature provided berms for me

Most of my neighbors practice as well- especially the closest one.

But then again, we're also just south of Ft. Carson artillery range...

Get a tractor with a loader bucket, find a nice hillside, and build yourself a bermed range! I'd keep the firing line with your back facing south, if possible, so the sun shines on the berm and the areas you dig up to keep them dry, and so the sun isn't in your eyes when shooting.

Hell, the place I did my shooting for my CCW permit was on private land, down in a gully behind the house. There were houses all around this place, but they did a helluva lot of shooting down in this gully. Pin matches, CCW training, all kinds of things. Gully was pretty deep though, and had a helluva berm.

As long as you are outside town of windsor city limits you're GTG. There is lots of open space south of town, however the town line is literally 100' south of 15 & crossroads blvd then just south of the traffic circle on 17. Same for north & east, they did a funky land acquisition some time back and the town limits might surprise you. Since this is hopefully outside city limits touch bases with me, via pm.

I'm not sure if state law governs, except for say safety issues like shooting near roads and occupied dwellings. However, I have seen that county zoning and use ordinances may govern firearm discharge and shooting.
