I don't see this story as a scam. It is truly a success story!
What better way to fund a youth shooting program then to take the money being given out by whoever was supporting the buy back in Chicago. The people of Chicago get what they want, and the kids in this camp get what they want. Most importantly, it doesn't sound like any laws were broken, so this is a real win, win for everybody![]()

Next year they will make you prove the gun works before they pay you and someone will get hurt. Of course they will blame it on the evil gun and not the moron who implemented the policy.
Another detective there also gave them some grief. "Hey, next time, get some guns from this century, will ya?"
Yeah - cop was pissed as I'm sure those guys get to go through the turn-ins and keep some of them for themselves. I'm sure that Civil War era pistol is in some LEO's collection right now.
