I don't see this story as a scam. It is truly a success story!
What better way to fund a youth shooting program then to take the money being given out by whoever was supporting the buy back in Chicago. The people of Chicago get what they want, and the kids in this camp get what they want. Most importantly, it doesn't sound like any laws were broken, so this is a real win, win for everybody

Gotta love how (as the author points out) actual criminals wouldn't go within a mile of these things with all the cops and detectives around...
