To get guys to wash their hands more often.
These were installed in a men's restroom in an effort to get the guys to wash their hands more often and get them to stand closer to the wash bowl.
Maybe this was done in Switzerland or Germany.

Damn, I would be washing my hands for an hour if I had one of them.
I'll tell you though if you walked into a restroom and all 3 of the sinks were being used, it might make you just wait till you get home to drop one.
