As to Amtrack, Senator Roger Wicker (R) of Miss attached the amendment to allow weapons as checked baggage as part of a $1.5 billion transportation funding bill. The amendment passed the senate 68-30
Obama had nothing to do with this.

Obviously you don't know how a presidential veto works. It doesn't matter if it passed 68-30 the first time. He still could have sent it back, if it was the voted for again by a 2/3 majority then it would become law regardless of his approval/signature... he signed both bills the first time.
