While I understand your reasoning, this would be effectively a police-state, and I don't think that's what any Americans truly want in our country... having police presence and first responder services will always be critical, but expecting to have the public-paid resources at every possible event such as this, is not realistic without drastic economic impact. As sad and unfortunate as this shooting (any shooting!) is, it simply cannot be anyone elses responsibility to keep me and my family safe, than my own.
