I watched the initial briefing from Chief Oates the next day and he did say "tactical vest...tactical leggings" which I originally took to mean armored. But really tactical doesn't have much (if anything) to do with armor.

That makes me feel better that an individual with a CCW would have made a difference in this situation. All the more reason I'm going to get my CCW permit just as soon as the funds become available.
But Oates also said "Neck and groin PROTECTION"... Which even cops realize is ballistic protection, and he said "Bullet proof or bullet resistant." But YMMV.
