There are rules in rugby against high tackles (anything above the shoulders). The fact that the tacklers upper arm collided with the runners jaw makes it a high tackle.

I loved playing rugby (played about 10 years). I'll probably start playing again once I'm done deploying every couple of months (and needing to be healthy enough to do so. )
