OK so instead of a bunch of new laws and controls, that just make people go crazy:

we need a state or states where only tree hugging, free love hippies, government supported, anti gun, liberals, and peta folks, can live in peace and harmony and need papers to leave to explore the rest of the country. Occupied by gun toting, bible grasping, meat eating, hunting, fishing, BBQing, self reliant types.

where ya think the gangs and bad guys will hang?
