Part of their agenda is to allow these things to happen so they can use them to their advantage. No conspiracy here, just knowledge that they have an agenda. This kind of thing is just 'good business' to them.

I do agree, however, that capital/corporal punishment tends to deter certain behavior: however, they keep messing with the law of "cause and effect" and then wonder why people are the way they are...

They built a $4.000.000.000 dialysis unit at a max facility in CA for 1 that's right ONE life w/out parole inmate so, he would not die from kidney failure
