Ya, that looks like a rail adapter system for the top half of an AK handguard. It could possibly be for a Galil too. Weird it doesn't have a manufacturer name or mark on it anywhere.

A couple of our pilots were giving an Admiral a demo ride a few months back...he asked what one item in the cockpit was and the copilot couldn't remember what it was called right off the top of his head...so he told the guy it was a flux capacitor. The Admiral just took it at face value. The copilot told me about this after they came back...I wonder if the Admiral ever figured out what a snowjob it was!
