I can't speak to the legality of such a carry method, but my personal opinion is that the manner of carry you mentioned is in poor taste unless you are Martin Riggs.

If it is legal, how would it be in poor taste? I'm not worried about my shirt covering it as it is tucked under my gun currently and has never *never* come untucked to where it has covered it. It's just a different way. Now, I can see someone calling me in like this though..... It might look like I was trying to CC and it just didn't work...... I guess that's a new though... My post was in jest, Spyder and only done for a laugh.
An IWB that is exposed is a little too cowboy or ganster for my tastes and I personally think that such a carry method might get you attention that you may not desire.
However, if it meets your needs and it is legal I'm all about it. The more of us with good intentions that are carrying the better!

My understanding is that partially concealed is considered "concealed" & you'd better have a CCW to back it up.

With this logic though, it would seem that the definition of a concealed firearm is dependent on whether the holster was concealed. Therefore, an open carry holster is visible which means open carry. A concealed carry holster (IWB) is hidden, which would mean concealed pistol. I do not agree with this.
eta: In addition, if I were to CC into Walmart (sells liquor for offsite consumption so CC is legal, OC is not) and I print, then technically I am OC. However, with your definition of partially concealed being "concealed", then even though I was printing, the pistol was partially concealed by my shirt and therefore its CC. I think you'd have a very hard time convincing an officer of this.
Open or concealed carry is not dependent on the visibility of the holster.
With that said, I still would not use a deep concealment holster (such as one that would put the back of the grip right at belt line) as an open carry holster. That is too borderline.
