I've also spoken to others who have been hit and didn't even realize it until long after. The cop probably saw the gun and his training/instict took over and he couldn't tell if the BBs hitting him were real rounds or not.

This ^ , under stress, seeing what you believe to be a gun pointed at you, hearing the shot (even some airsoft guns are loud and produce real recoil), then feeling the sting of getting hit, one might truely believe that he was taking live fire. It's not like we should have expected him to look down at his wounds first to see if he was bleeding, then check for depth to determine if it was life threatening or not ... sounds like a clean shoot. I personally don't know what it feels like to be shot with a 22short compaired to a BB gun, and I don't expect this guy to know either.
