Yes, just more suface rust and dirt, the previous owner was using it to store garden tools in a shed.

We had a couple of chests like these that were used for storing mooring equipment. They were not green, blue if I remember correctly but they looked just like that. If they were on a smaller amphib ship they might have been green. I am sure the marines would have used something like it too.
