Jailbreak the iPhone. Disable "apple kill switch ". That should solve the problem. Also you could simply turn off location services.
I see this more as a way to get money for Apple.
Hey you secure business (any R&D lab), pay us $1k/year and phone cameras will be disabled in your office. the phones will still work as phones so you wont have to hold them for your guests and they'll never know.
Govt is more likely to shut down cell service completely than to disable cameras.
