There is no limit on magazine capacity when hunting fur bearers you can use a beta C-mag if you like. The shotgun capacity is only for game birds you can only have 3 rounds includeing the chamber. If you use a shotgun for fur bearers there is no capacity.

No he does not need a license for damage control. This means they must be a problem not just he want's to shoot them. My advice is get a license they are cheap and then your butt is covered.
