The first time he ran he promised to leave this to the states, especially medical pot and he broke that promise completely.

I'll add a reason:

8: When the economy totally collapses a Democrat will get the blame.

Romney has done a pretty good job of pretending we never had a President Bush from 2001 to 2009 but it still hurts him. If we get a collapse that makes 2008 look like a mild downturn, that will be remembered for some time.
