For the record, It IS a fine line. Denver owns the water, so a lot of the park is in Denver county (check a map)...
..But, it is legal to transport mags through denver, as long as not in a weapon in ready condition (IE, loaded rifle in car)
And as a savvy poster queried, Under what Colorado Revised Statute was seizure of your property and ticketing done?
Since the ticket hasnt been seen, and the OP has not given us details as written on the citation, I will join those calling "Bull Shit" until otherwise proven.

The Cherry Creek shooting range is under the jurisdiction of the Arapahoe County Sheriffs office. Denver PD would not have any authority in that area nor would they be able to ticket the op for the mags. If someone was down there claiming they were an officer then I would call the ACSO and let them know. Also no Denver water does not own Cherry Creeks water either. Besides who would want to drink that green soupy stuff anyways. Perhaps the op drank some of that water before going to range and suffered some hullcinations or ill effects?
Just post the phone number on the ticket for the enforcement agency and I will call them personally! Then I will tell you on here what they say!

And i do stand corrected, DPD authority and Denver county stop on the north side of I225, and Denver apparently only has lease for need arrangements for cherry creek water, hence my mis statement.

Colorado Department of Parks and Recreation Rangers would typically be the first LE contact at Cherry Creek. After that it would be either ACSD or CSP. City and County of Denver has absolutely no jurisdiction over any Cherry Creek State Property.
Cherry Creek is actually owned by the Corps of Engineers and the State oversees it.
Denver Water has some interest in the waterways but none of the grounds.
I am dubious or the OP got rolled up and smoked by some clown who scammed him for his mags.
