This is one of the greatest contributors to self perpetuating government. Ad the gov workers to the entitled and we have a big disadvantage. Gov workers also contribute more heavily to the dem coffers. It's self preservation. Started when the dems legislated in collective bargaining for public sector employees.

My agency would be in the first category unfortunately. Luckily the DOD is quite large.
