    You can buy a long gun as an out of state resident, but not a handgun or stripped lower (because it can be assembled into a pistol). You will have the biggest problem taking it back to NY with you. Your best option is to buy a Pre-Ban rifle, and change the upper to configuration of your dream rifle.

    I do carry all the AR parts, Upper, Lowers, ect., Just can't sell you a stripped lower. I do have a Pre-Ban Colt on my rifle rack that you might want to look at. Also have some assembled S&W M&P15 lowers coming in this week.

    Nope. You can't buy it because it's not a complete rifle or shotgun, per 18 USC 922(a). Has nothing to do with whether or not something can be assembled as a pistol.
