Best deal on a complete 5.56 upper

I'm piecing together an AR for my dad and to save me time and trouble, I am looking for the best deal on a completed upper.

Requirements are pretty basic. Must have:
-16" chrome-lined barrel
-low profile gas block - no A2 style front sight
-M4 feed ramps
-flat top upper

Final product will have a 9" or 11" Troy TRX or similar handguard.

Ideally I'd like to buy a complete upper with the perfect configuration, but if I have to buy the handguard separate, and do it myself, that's not a problem.

Now, this doesn't need to be a competition gun or anything... far from it. At most, he'll probably shoot it just a few times a year (mostly at paper targets, and sometimes at unwanted critters), but I think he intends for it to be some sort of SHTF gun. In any case, he wants one and he has tasked me with building it for him.

This is an example of what I'm sort of looking for and it seems to be the best deal I've found so far, but every time I think I've mastered the internet, half of AR-15.co jumps up with better deals, better ideas, or better solutions for my problems. So internet gurus... What deals are out there that I'm missing?

along the lines of this thread, I'm looking for a lower or 2. have 3 different uppers and swapping around gets old.

Watch MidWay USA for deals. They had a complete DPMS upper a while ago on sale around $375 if memory serves me.

DSA doesn't seem to have any uppers without an A2 FSP. I can take it off, but I'd rather not have to.

I realize there is a PSA sucks thread going in the build your own section but they have an upper for like $269 minus the BCG. It has the front sight but you cab buy the low profile gas block for cheap.

Way to much for an upper that will see little use. For that price i'd drop some coin and haggle with this guy. Buy it for only $125 more "asking price" keep it and give your dad the upper you have. I'd buy the piston set up off you and more than happy replace it with a di system. win- win.
