One more vote for the Sheriff.
Depends on where you live. Good rule of thumb. Who responds to your location first? Usually in a larger town it is pd. Some smaller towns contract with the county sheriff for law enforcement.
The ATF website has the forms.
Just don't come back here and ask exactly how long it takes for them to process the application...
