Sounds like they are hitting him with the obscure "bomb components" charge that only seems to apply in the Northeast. It seems vague and punitive and if the feds are mad at you they can charge you with it if, after searching your property, they find things that MacGyver could use to fabricate an IED, regardless of how unfeasible that might be. I have heard of people in NY being charged with possession of "explosive devices" for owning a few M-60 firecrackers they bought in PA and had left over from the 4th of July. If, after a 3 hour search, they find a travel alarm clock in one room, some scrap wires in the garage, a 9v battery in a drawer, and any chemicals which might become explosive if combined, you can be charged and prosecuted for a federal felony.

Not really. it gets a little more involved than that. Without links,"hearing" about and factual evidence are 2 different things. I know for a "fact" everyone has access to fireworks no matter how "illegal" they are, in ny. Having possession of AND being under investigation for something, puts you in a different light. Joe Schmoe lighting off roman candles gets a fine (if that) and or confiscation. John Doe who has been observed with OC figures and or any RICO stature people, will have everything deemed illegal under NY or other state & federal statues used against them. Pressure / leverage (call it what you want) are used to get suspect A to go down the line, making the LE investigation process easier.
