It is certainly possible for ATF to reclassify certain firearms into Title 2 status by their administrative authority... but only if they fit into an NFA firearm class.

The most recent example was reclassifying street sweeper drum fed shotguns as destructive devices, by saying they did not meet the exclusionary criteria for sporting shotguns with bores over .50"

It could be applied similarly to shotguns which accept large capacity detachable box magazines, or reclassifying bumpfire stock devices as machinegun conversions.

Without creating other classes of NFA firearms, though, which would take an act of congress, they can't just willy-nilly reclassify other existing firearms.

I had one of those, and the most worthless pile of ...........

Right when that happened I traded it to someone with the pre-knowledge they could register it for free with in so many days with the ATF. I did not feel the thing was worth the hassle of registering it even for free...............

................but the reply right there from Circuits is what I was talking about. ATF has done it before, they could probably do it again.

They can make these certain firearms title 2, but do you think the masses buying guns now, who are new to the scene, will understand how to jump through the hoops of class 3, when they are forced to reg their 2012 AR-15 they bought during the panic. I foresee alot of "title 2" AR-15s not getting regged, and if this is the case...
    Thanks,
