Depends on who you listen to, Delphi. In short - more gun control.

    From BC website:

Victory in the U.S. Congress to Strengthen the Brady Background Check System

The U.S. Congress strengthened the Brady background check system by passing the NICS Improvement Act of 2007.
The Virginia Tech killer was able to arm himself because the court order that should have blocked his gun purchase was not reported to the federal system.

In October, fifteen family members and survivors of the Virginia Tech massacre urged Congress to pass legislation that would help prevent people like the Virginia Tech killer from getting guns.
To address these problems, both the House and Senate have passed this legislation with "unanimous consent." We urge the President to act quickly to sign this bill into law.
Peculiar fact is that the NRA is also celebrating a victory, if anyone has ever wondered whose side they are on.

the reason this thing past with unanimous consent, is they snuck it through when no one was there. hopefully the president doesn't sign it.
