It is coming to the point that almost every building needs surveillance cameras to help catch these vandals. Bring back chain gangs and make them work!

Sheriff Joe needs a taste of his own medicine. He is running a jail, not a prison, and half of those inmates have not even been convicted, they just can't afford bail. Punishing someone with humiliation and labor prior to lawful conviction is ethically reprehensible.
