Yes.. they're going to deter crime by limiting purchases of ammunition online.. uhhh.. so what happens when they go to a local place and buy a case of ammo?
What makes you think they won't restrict that as well?
I see a return to the pre-FOPA days of showing ID, and only being able to purchase ammo(or primers) from FFLs in person. They will have to keep records on what was sold, and purchases of more than XXX rounds will either be barred or reported (like multiple handgun purchases).
