it bears repeating: "Hi, my house is on fire. Can you come down to Home Depot and help me pick out a fire extinguisher?"

As far as training goes, I encourage people to get as much training as they can, but I think the current training requirement should be dropped. There's nothing that says anyone has to pass a grammar test to exercise their First Amendment rights (luck for some here!), so why should the Second be any different?
