Default Trying to give accurate advice reference AWB

I've had a few non-COAR members recently ask me about some AWB questions assuming something will eventually be passed from either the state or federal gov't. I want to give them accurate advice but I do not know the answers. For the sake of the answers, assume a 1994-type AWB passes... Will it take effect immediately (same day) or will there be a short time between when it passes and when it goes into effect? Assuming there is a backed up CBI queue (days, not hours), what will happen to the guns that have been paid for by the buyer but have yet to be transfered? I can speculate but I was looking for accurate answers. Thanks all.

Good question on already-paid-for rifles, that could be sticky. One would hope any bans are only proactive, and also not effect already paid-for rifles which you pretty much already legally "own". Then you just can't take delivery until your CBI goes through. Who knows though, I'm curious too, since I'm in queue for another rifle from Larue.

I would look to the original ban for some guidance. When the 1994 ban went in - it happened on a given date several months after the legislation passed. For those people that had guns 'in queue' as in purchased/paid-for but not delivered the day the ban went into effect they were allowed to take possession (I know someone who had a custom rifle being imported at the time). You could also look at the California legislation - it was similar.

But as everyone has said - no one has put a bill forth yet so anything is possible.
What is my joy if all hands, even the unclean, can reach into it? What is my wisdom, if even the fools can dictate to me? What is my freedom, if all creatures, even the botched and impotent, are my masters? What is my life, if I am but to bow, to agree and to obey?
