Unless those things permanently convert a 30 round mag to 10 rounds and can not be reversed they will be worthless vis a vis a mag ban.

Ex post facto (retroactive) laws are not constitutional, so I don't think they can make magazines you already own illegal. It was legal when you bought it, it will always be legal (for you).
