Astounding. That guy shouldn't be in law enforcement with such attitudes - and he damned sure shouldn't be in charge of making policy for the rest of the Department. He's setting policy for the Department to unlawfully use lethal force - essentially establishing a sanctioned de-facto vigilante force against both criminals and the law-abiding.
Let's see... You can't have firearms because we don't trust you to be safe with them and use them legally/safely, but we can have guns and we WILL NOT (by policy) use them safely or lawfully.
Nanny-state protectionism/control at it's finest.
