I believe there was even some discussion of this in the legislative thread and people were saying the bill states that they would be a grandfathering and asking how they could keep track of which mags were "pre-ban" since they don't have serial numbers.
I looked at some of my Ronan USGI mags and they appear to have a date stamp on them though...

Most if not all AR mags have ID marks and or date stamped that were mfg after 9/94. Exception being those holding 10 or less rounds. Remember there are now (or soon to be) 2 different MFG dates of Pre ban mags one for prior to 9/94 and earlier for states not effected by any restrictions.
Some pre 9/94 mags had no date of mfg, others did which can be located on side of body or (some) inside. POST 2004 AWB sunset and all made after 9/94 have dates and or marked RESTRICTED LE/MIL The new Ban Era for us lucky enough to be in states obsessed with SAFETY anything mfg (if passed) and date stamped prior to 7/2013, will be legal.
