He asked for Congress to pass legislation on 5 things:

1). Enact a universal Background Check for all purchases, retail or private (with exceptions for family)
2). Enact another Assault Weapons Ban and limit magazines to contain 10 rounds
3). Enact tougher resale or straw buyer laws
4). Confirm his nominee for ATF Director
5). Approve more funding for more L.E.

The 23 Executive Orders all are designed to sound important, but really don't amount to anything.

1. Issue a Presidential Memorandum to require federal agencies to make relevant data available to the federal background check system. Each Federal agency has their own internal databases they don't share with each other. This will be interesting to see what happens.
2. Address unnecessary legal barriers, particularly relating to the Health Insurance Portability and Accountability Act, that may prevent states from making information available to the background check system. Make HIPAA information available to BGC. Not sure how this will be worked. Most medical professionals don't understand privacy rules as it is, now you want them to make their records available. One to watch.
3. Improve incentives for states to share information with the background check system. Specifically addressing mental illness issues. One of the reasons Colorado went to a Instacheck over NCIS. Does this push other states to enact similar style internal BGC's?
4. Direct the Attorney General to review categories of individuals prohibited from having a gun to make sure dangerous people are not slipping through the cracks. Wow. Sounds important. What does this mean? A feel good committee...
5. Propose rulemaking to give law enforcement the ability to run a full background check on an individual before returning a seized gun. They already do...
6. Publish a letter from ATF to federally licensed gun dealers providing guidance on how to run background checks for private sellers. If one was so inclined to ask for a FFL to run a BGC for a private party...
7. Launch a national safe and responsible gun ownership campaign. Yay! More money thrown at public safety announcements. More people employed to make them, run the programs, fund grants, etc. In a nutshell, more bureauocracy.
8. Review safety standards for gun locks and gun safes (Consumer Product Safety Commission). Another waste of time committee.
9. Issue a Presidential Memorandum to require federal law enforcement to trace guns recovered in criminal investigations. They already do.
10. Release a DOJ report analyzing information on lost and stolen guns and make it widely available to law enforcement. DOJ doesn't do this, but any other law enforcement organizations do at the state or region level. Don't need a federal agency trying to organize this.
11. Nominate an ATF director.
12. Provide law enforcement, first responders, and school officials with proper training for active shooter situations. More funding for local law enforcement. Same thing happened after Columbine.
13. Maximize enforcement efforts to prevent gun violence and prosecute gun crime. What does this mean? Ask the AUSA's to prosecute more?
14. Issue a Presidential Memorandum directing the Centers for Disease Control to research the causes and prevention of gun violence. More money thrown at it.
15. Direct the Attorney General to issue a report on the availability and most effective use of new gun safety technologies and challenge the private sector to develop innovative technologies. Lots of hot air here.
16. Clarify that the Affordable Care Act does not prohibit doctors asking their patients about guns in their homes. Why would that be a concern for non-mental health professionals to ask their patients? "I'm here for the flu." "You got firearms in your house?" I can't imagine doctors and nurses asking this question.
17. Release a letter to health care providers clarifying that no federal law prohibits them from reporting threats of violence to law enforcement authorities. This should be happening anyway. "Hello police? I have a nutjob here in my office talking about killing his neighbors. Can you stop by?"
18. Provide incentives for schools to hire school resource officers. More grants for schools, or to local L.E. to fund SRO's.
19. Develop model emergency response plans for schools, houses of worship and institutions of higher education. The feds have published a number of "how to's" relating to emergency response situations. Just more money to have someone or a group write books.
20. Release a letter to state health officials clarifying the scope of mental health services that Medicaid plans must cover. One good thing. Clarifying what Medicaid will cover in relation to mental health. Don't want to deny someone asking for help.
21. Finalize regulations clarifying essential health benefits and parity requirements within ACA exchanges. What does this have to do with the topic? Require mental health coverage?
22. Commit to finalizing mental health parity regulations.
23. Launch a national dialogue led by Secretaries Sebelius and Duncan on mental health. Yay! More talking and committees.

Great responses there OneGuy- and I agree 100%. This however, is the only thing I'd approve congress to do... #2 is a big hell no! The others are no, but I see them being somewhat likely.
