    If they require a photo ID to purchase ammo (as in NY and IL), criminals will just pay top dollar for crappy reloads.

    No, this is BS. The GCA of '68 introduced a requirement for ID and logging ammunition sales (for those of us old enough to remember). It was removed later. No crime was ever solved from those records. Zipola.
