Okay, stupid question time...
When I'm looking online and thinking about purchasing an M&P9, I find a lot of them have only 10 round magazines. Thinking MA compliant handguns. Now here is the stupid question. Is there anything keeping me from buying that gun with a 10 round mag and getting a 17 round mag (short of Congress making them illegal) and using it in the same gun? Or are they built differently for any reason. Sorry for my ignorance on the matter. Seems like I can get a better price on the 10 round hand guns and when I find some 17 round mags then all is well. Thoughts?

Only problem is finding the 17rd magazines right now. They will fit just fine, so long as it is a full size M&P9.

What J said is true. Mags are hard to find right now but at least with 10 round mags you'll have something. You can always sell them down the line.
BUT if I were you I'd pay more for a gun that comes with standard mags, though. The design is very different. If you wanted to get some extended pads or even replacement parts down the line they won't be compatable. Even if the price was $50 more for two standard mags over two ten rounders I'd pay it without question.

Meaning the mag parts are very different. Finding replacement springs followers etc are harder on the 10 round mags. The gun is the same.

Get in the mindset that mags are generally disposable items, so use the 10 rounders and wear 'em out at the range practicing, and order 17s for carry and more long term use.
