right, but these folks let them out so they can shit, and then back in they go ...which is what the scenario was with these dogs that were shot. If they stayed outside all day and night barking their ass off I would have issues, but if they make a cumulative 30 minutes of noise a day that I might hear if I was near the window closest to their yard, not sure I'd give a shit.

No, the owner admitted to the police that the dogs were out for an hour before they checked on them. It was likely that it wasn't just an hour. Your scenario is what should have happened to them.
If you've seen the burden of proof that's put on complainants in Douglas County, you'd understand that this problem was significant and ongoing.

I do not prescribe to harming of animals (I'm a hunter, not an animal rights freak), but unfortunately the system tends to fail neighbors of nuisance animals more often than not. I've got 3 neighbors with adjoining fences where the dogs (at least one yard has multiple dogs) "fight" each other through the fence. Their "fighting" is nothing more than barking and scraping against the fence, but once one starts barking, they all start barking. This goes on for hours sometimes at all hours of the day or night. It's loud and I hear it easily inside my home. Frankly, it bothers the shit out of me, esp. when I have to turn the volume up on my tv to compensate for it. The dogs are just being dogs, but the owners don't give one shit about the effects their animals are having on others in the area. I haven't (won't) confront them and at this point I don't intend to call animal control to complain either as the animals would ultimately pay the price, not the homeowner. But, it does piss me off.

It's hard to condone shooting the dogs, but it's completely understandable. Four nuisance complaints over the barking dogs. The owners obviously didn't care about their dogs or their neighbors.
Two wrongs don't make a right, but I understand people being pushed to point where they snap.

The breed of the dogs says something about this scenario. Maltese and toy poodles are companion dogs, not guard dogs. They're indoor animals. At best, when they're let outside to play or whatnot, you need to keep an eye on them because coyotes, owls or other predators are attracted to them. It's a sad thing that someone took it upon themselves to shoot them, but there's no proof that the people that complained did the shooting. I doubt they did, actually- they're the ones that followed the law and lodged complaints. Now that the crime has been committed, they're suddenly in the spotlight. I suspect someone else shot the dogs; lots of punks in Castle Rock. The fact that there were complaints against the owners and that they were due in court the following week makes me think these people didn't know how to properly care for the dogs.
Ankle-biters are noisy, and notoriously hard to train unless you know what you're doing and actually take the time to do it right. I hope they don't replace the dogs with more noisy little yappers to annoy their neighbors again.
I've read that a lot of dogs bark a lot because they're hungry, have no water, or are lonely. Dogs are social and need/crave a pack or family to "belong" to and associate with. They need attention to be content. Dogs that are kept alone outside all the time or, God forbid, tied up to something, they're gonna bark all the time. Our Beagles have their own doggie door so they can come and go, and they're as content as can be.
Our Coco (avatar photo) likes to bay at people and other dogs she sees on the sidewalk or hiking trail, but only because she wants them to come visit and play.
