I purchased my first pair to hunt in in 1993. I've accidently filled them with water in 0 degree weather and they warmed right back up after pouring the water out and putting them back on. The valve is present to keep the air-tight insulation layer from exploding from a drastic change in atmospheric pressure. If you aren't jumping out of planes, close the valve and keep it closed.
They're fantastically cheap boots for keeping warm in horribly cold weather.
