I'm pretty sure everyone is reading this shit wrong...
When you buy a phone at a discounted price it is subsidized by the carrier. you are in a contract . EVERY CARRIER will unlock your phone at the end of the contract ( and most will do it after you pay the Early Termination Fee when breaking the contract early) .. all this new ruling says is that it is illegal to break that contract.
I don't see what the big deal is .
