Default NY's new SAFE ACT and CMP

I received an email from CMP today and in part it read...

As a result of the NY SAFE Act of 2013, effective immediately, all NY customers purchasing any CMP rifles, to include the M1 Garand, to be delivered in NY must have the rifle shipped to a NY licensed FFL dealer in NY for compliance with SAFE Act requirements. Copy of dealer's license and shipping information must be provided with rifle orders. Ammunition orders may still be shipped directly to the customer for the remainder of 2013.

This is my question... How is a M1 Garand with an 8rd clip going to be made to comply with the new SAFE ACT which allows no more than 7rds? Glad I'm not a NU YAW-ka

My theory was to load an A-Zoom snap cap in there, and the rest normal ammunition.

Called the Secure Ammunition and Firearms Enforcement Act, New York's law:
    • Bans possession of any high-capacity magazines regardless of when they were made or sold. Only clips able to hold up to seven rounds can be sold in the state. Clips able to hold seven to 10 rounds can be possessed, but cannot be loaded with more than seven rounds. If an owner is found to have eight or more bullets in a magazine, he or she could face a misdemeanor charge.
