I think he is a trained individual dealing with his issues the best way he can make sense of it. Real or not, he feels betrayed and lied to, by people he was supposed to be able to trust with his life, and he has decided to fix the situation. He obviously knows he will be killed, so its equally obvious he wants to call attention to a specific set of circumstances. Sometimes, right or wrong, someone chooses to fight rather than be a victim. In his mind, he is a victim and he is fighting back. You dont have to agree with him ( I dont) , and it is not worse because he is targeting cops. Easy answer is dont be a crooked cop, dont get shot, since he seems to be going out of his way to only shoot people he feels (or has knowledge of) being dirty.
