This was debated yesterday in the hearing. The way the bill is written the FFLs can only charge $10.00. There is nothing in the bill that allows an FFL to refuse to do the transfer or charge more than $10.00. If a NICS fee/tax is imposed that would be above the $10.00 listed in the Bill.
