Regardless of how the bill reads, I'm betting this will add about $100 to the cost of a transfer or private sale. We already have places charging $50-$100 for transfers during the panic. Their workload is only going to increase when we can't even sell privately to our friends.

Someone else mentioned it already, but FFL's will just start offering to sell your gun on consignment to your friend for a $50 fee. I seriously can't imagine that dealers will do transfers for $10.
