Rep Gardner just identified the "gun gifting loophole" as it pertains to HB 1229. You can't trade guns with each other, but you can gift them to each other.

Ron Sloan, director of CBI, just rattled off a bunch of numbers that amounted to fewer than 1% of all background checks ultimately denied the purchase of a firearm. Does anyone honestly think this is doing any good? Honestly people. Wake up!

And that's those that were appealed. There was roughly 15000 denials (2.1%) last year, half of those appealed, and half of those appeals resulted in being overturned. 1912 of those ~15000 denials would not have been caught by NICS, supposedly.
