Lots of mis-information out there on this topic. I was watching the bill committee hearings yesterday (state level) and they had CBI Director Ron Sloan testifying on the universal background check bill. He was asked about the 3-day period as mentioned in federal law and he stated that the 3-day clock begins when CBI pulls a NICS request number only and they only pull that when they begin the background in Colo. So, if it takes 10 days to get to you in the Colo queue, once they pull the NICS number, that is when the federal law clock starts.
