Realistically speaking -Enforceability of UnConstitutional Laws?

Could the fact that non constitutional laws are not laws stop any of us from going to jail. I'm assuming it would have to be ruled as such through years of challenges, right? I honestly think that there should be a law that says every law that is passed, must get ruled constitutional before it is enforceable, but we know that would never happen.

In places like New York, you need a NYS Pistol Permit not only to own a handgun, but even to touch one. Violation of the law is a felony if any ammunition is present, and out of state permits are not recognized. That law has been on the books in one form or another since the 1980s, and has been challenged repeatedly in court, and instead of reversing it they've progressively made it even worse. Now you're expected to pass a background check and register every single purchase of ammunition, even .22 ammo and shotgun shells.
