Most in demand community college programs in California have a wait list that can be several years long for non minority (white) students. California schools have countless minority only (non white) clubs.
Funny. I lived in this neihborhood 25 years ago. My brother went to that school. It was a good place to live. If you had the same policy back then, they would have had no program at all.

Last time I checked ALL children have "Color"......
White, Black, Brown, Yellow, Red and anything in between I believe qualify as "Color".
Never seen a "Clear" kid........
