I haven't contacted the Forest Service about this yet, does this sound like it would be a viable idea?

My thoughts are that brass is hard to come by these days for decent prices, and the BLM ranges are always trashed. Why not contact the Forest Service, see if they'd be willing to dispatch an officer for 5-6 hours to close the range down, and have a few of our guys come by to clean it up? This could be a monthly thing, and the benefit to us would be all the brass we could need. I'm completely broke, and not above scavenging. :-)

The only downside to this that I could see would be the proliferation of steel-cased stuff that everybody takes to the range, it might not be worth our time.
