If you have a valid CCW or are a LEO you should not be required to submit to a background check.

If you decide to swap shotguns with a coworker, outside of a FFL without a background check, you should not need to worry about a felony conviction, prison, loss of rights, loss of employment, and a $5000 fine in addition to related fees for that. Such penalties should only be applied to straw purchasers reselling to known criminals.
