Before we did away with testing. you did it once and as long as you did not let it expire you did not have to get another.
Anything 75 and older. If you already have plates on a 76 and newer you can keep them as long as you do not let them expire. My TA is grandfathered but then again it may be good because I went through this issue with my 72.
The car year starts in the fall of the year before. In 96 I applied for my collector plates on my 72 GTO. I was told that it was not 25 yet. It took a supervisor to explain to the clerk that the "72" model year started in 71. I got my plates. So depending on how much of an asshole your clerk is...
And I missed getting my 86 aerocoupe plates by a year.
